The Senator proposed to jail for attack on collectors in 10 years
MOSCOW, 27 Jun — RIA Novosti. Senator Vadim Tulpanov considers it necessary to toughen the punishment for attacks on collectors as carrying a high degree of public danger and to provide for the punishment of deprivation of liberty for a term up to ten years.
“In my opinion, it is necessary to toughen measures of criminal responsibility for the Commission of the attack on collectors. In this regard, it seems appropriate in the Criminal code of the Russian Federation to allocate robbery (assault with the aim of theft of another’s property, committed with violence dangerous for life or health, or with threat of such violence) in relation to persons carrying out collection activities in a separate part”, — said in the letter group to the President of the Supreme court Vyacheslav Lebedev (available to the RIA Novosti news Agency).
Senator proposes such offences the most serious, as they, according to him, threaten the life and health of an indefinite number of persons, and therefore have a high degree of public danger. Accordingly the sanctions for such offences may include imprisonment exceeding ten years or a more severe punishment, said of the Tulips.
The proposed changes will allow collectors to confer separate legal status and will contribute to the prevention of widespread and extremely dangerous to society crimes, he expects.
Currently, the parliamentarian notes that are not regulated the legal status of the collectors, which greatly facilitates the development of the illegal sector cash-in-transit activities, which, according to experts, is the most attractive to potential burglars.
Often qualified as “grey” or “black” collectors are far from professional, and the vehicles that they use for the carriage of money, not enough or even not at all equipped with security systems, stresses in the letter of Tulips. The availability of the transported illegal transporters of funds especially seriously jeopardizes the public order and threatens the lives and health of citizens, he said, calling the situation “alarming”.
In the letter, the Senator cites the Russian Association of collection (ROSINKAS), according to which in recent cases of assaults on persons engaged in cash-in-transit functions, increased. So, if in 2012, there was more than one and a half thousand crimes in the sphere of cash circulation in 2013 — 1.9 thousand, in 2014, 2.4 thousand, in 2015 — more than 2.8 thousand. In the first six months of 2016 has been made more than 2.5 thousand crimes related to the transportation of the money.
Progressive growth of such offences entails not only significant economic losses but also extremely dangerous increase in the number of incidents with use of weapons in public places such as on the part of criminals, and on the part of collectors. He asks Vyacheslav Lebedev to evaluate his proposal and to consider establishing a working group with representatives of the armed forces, relevant ministries and agencies to develop appropriate legislative initiatives.
