The Prosecutor a hard time in the house in the village

The Agency requests the government to find funds for new offices in the provinces.

As it became known “Kommersant”, the Prosecutor General Yuri Chaika addressed to the head of the government Dmitry Medvedev with a request to increase appropriations for the construction and renovation of dilapidated buildings of the Agency in the regions. For this purpose the Supervisory body must be at least RUB 1 billion annually. However, the Finance Ministry has cut the state funding for 2017-2019 twice, and that was the reason for the appeal to the Prime Minister.

The amount of annual funding allocated for the construction and design of buildings for prosecutors in 2017-2019, was approved in may last year, the Ministry of economic development of Russia.

As explained “Kommersant” in the press service of the Prosecutor General, “the object of the prosecution, reconstruction, and new construction projects approved in the framework of the Federal targeted investment programme (FTIP)”. So, in 2016 in the framework of the Agency for the reconstruction of old buildings and building new has been allocated 1 billion rubles.

The same scenario happened and at the may meeting of the interdepartmental Commission on preparation of offers on formation of budgetary appropriations from the Federal budget for 2017-2019 for investment expenses.

All the proposals of the representatives of the Prosecutor General was supported. In particular, for 2017 the Department of capital construction was planned to allocate about 850 million rubles, in 2017 the Department of capital construction was planned to allocate about 850 million rubles., and in 2019 — more 995 mln.

The first priority in the current year the Prosecutor’s office believes the purchase of buildings for prosecutors in eight regions, where rooms are rented now. In particular, we are talking about the Murmansk region, Udmurtia, Kirov and Irkutsk regions, Krasnoyarsk and Baikal territories, and the Republic of Komi.

In the latter the Prosecutor’s office, Priluzsky district, for example, is in the room, similar to the construction trailer.

Against this background, the issue of the Prosecutor’s office in the urban-type settlement Sonkovo of the Tver region, where there is no garage and Parking space you have to rent, can be considered not very serious. However, the purchase of a garage in Sonkovo also is planned for 2017.

In 2018-2019 Supervisory Agency planned to design 15 new sites in 14 regions. Most of these premises, the prosecutors also rented and dilapidated buildings.

For example, prosecutors Alarsky district of Irkutsk region and Firovsky district of Tver region are working in normal village houses. Their colleagues in Oparinskaya district of the Kirov region are juxtaposed in a two-story building with several shops, including second-hand and “garden of Paradise”.

And prosecutors in Kosh-Agach district of the Altai work in a wooden house with conveniences in the street and in the house they stoked the furnace.

New buildings it is planned to construct the Murmansk oblast Prosecutor’s office, which now occupies the first floors of residential buildings are mid-century in four buildings in different parts of the city. Prosecutors of the city of Velikie Luki of the Pskov oblast and Aleksandrovo-Zavodsky district of the Zabaikalsk region now occupied by the square of the local offices of the judicial departments, and the latter has already asked the tenants to vacate the premises.

However, while it is not obvious that the plans to “bring the conditions of service of prosecutors to the established norms” Yury Chaika will be realized.

The fact that in July 2016 the Ministry of Finance has cut the General Prosecutor’s office budget allocation by almost half.

The office of Anton siluanova “y” to quickly answer the question, what is the decision on reduction of volumes of financing of capital construction in the Prosecutor’s office are unable.

In this regard, the Prosecutor General Yuri Chaika and appealed to Prime Minister Dmitry Medvedev. In his letter to Mr Chaika asking to support the proposal for inclusion in the FTIP for 2017-2019 the acquisition in 2017, nine of real estate and renovation and construction of 15 facilities in 2018-2019. for 2017 the Department of capital construction was planned to allocate about 850 million rubles., of which 53.5 million prosecutors had been asked to provide this year.

The emphasis in the Department are doing that “the vast majority of the objects that you plan to build or remodel, is a city Prosecutor or district level, where employees work in extremely cramped conditions in areas not always suitable for the exercise of professional activities”.
