The head of the Duma Committee on state construction and the legislation Pavel Krasheninnikov considers that article on the death penalty should be excluded from the Criminal code. This opinion he expressed at a press conference on Monday, January 16, RIA Novosti reported.
“De facto it [the death penalty] is not present in the Russian Federation”, — said the MP, explaining that she can’t be assigned as punishment. Despite this, in his opinion, it is necessary to “clean up our criminal code and to remove all mention of it”.
In March last year the Deputy of the state Duma of the sixth convocation Roman Khudyakov after the murder of four-year old girl as a nanny in Moscow said that it is necessary to raise the question of the abolition of the moratorium on the death penalty.
In 2015 his colleague Vadim Soloviev proposed to allow the death penalty for terrorists. A similar initiative was made by the Chechen Parliament.
The death penalty in the Russian Criminal code, but in 1996 it was a moratorium in connection with country’s accession to the Council of Europe. The last time the sentence of punishment was enforced on 2 September 1996 concerning Sergey Golovkin, who was killed in 1986-1992 years 11 boys. In 2009, Russia’s constitutional court has fixed the decision on the moratorium on the death penalty.
