The government opposes the postponement of the entry into force of the “Spring package” for 2023, assuming that its requirements should be introduced in a phased manner from 1 July 2018, told reporters Deputy Prime Minister Arkady Dvorkovich.

A package of anti-terrorism laws signed by the President in July of 2016, requires operators and Internet companies for up to six months to store information about the content of the conversations and correspondence of the users, including photos, video and audio files to provide them on request of the security services. The rate of storage of user traffic shall enter into force from 1 July 2018.

“We need to gradually introduce — this one no doubt. There is a General consensus of the government, which should gradually, beginning July 1, 2018, to impose certain requirements (“Spring package” — ed.). Bill took the starting date of the implementation of the rules for 2023. The government’s position: no need to include the beginning of the implementation of these requirements, and to introduce them step by step,” — said Deputy Prime Minister.

“My preliminary assessment — needed changes to the law. Small, just two lines that the government be given the right to determine certain stages of the introduction of certain requirements regarding operators that will minimize the coming investment and accordingly to prevent excess growth rates (for communication services — ed.)”, — he added.

The bill on the postponement of the entry into force of the rules of the “Spring package” developed Senator Anton Belyakov Deputy Oleg Shein.
