Putin signed the law on the transfer of state employees and retirees on the card “the World”
The issuance and service of cards for pensioners will be free.
MOSCOW, may 1. /TASS/. Russian President Vladimir Putin today approved a law on gradual transition of public sector employees and pensioners for service with the national payment system “World”. The corresponding document was published on the official portal of legal information.
“Credit institution not later than July 1, 2017 are required to ensure that the national payment instruments in all of its technical devices, the document says, — the Credit institution in transactions with payments at the expense of means of budgetary system of the Russian Federation are obliged to transfer payments to Bank accounts customers, operations which are carried out with the use of national payment instruments”.

The document provides for the transition of state on the payment card “the World” until July 1, 2018, retired prior to July 1, 2020. Thus, from this date, banks are required to hold payments to employees of state-owned enterprises and persons receiving social aid from the Federal budget or state extra-budgetary funds, only with the help of the national payment system “World”.
The proposed rules would not apply to state employees who permanently reside outside of Russia. In addition, the transition to payment cards of the “World” is not provided for staff of diplomatic missions, consular offices and permanent missions of the Russian Federation to the international organizations. Also the requirement to transition to card “the World” does not apply to lump sum payments or payments less than once a year.
In addition, the requirements of the act will not apply to entrepreneurs, whose revenue does not exceed 40 million rubles a year. From the obligation to provide the opportunity of payment for goods or services on the cards “the World” are released and vendors in the area where there is no Internet access or cellular connection.
