Rosgvardia generals suspected of embezzling hundreds of millions of rubles

“Kommersant”: seven senior officers of the Rosgvardia were suspected of fraud for 192 million rubles for almost two hundred million rubles associated with the introduction of the information system (IS) “Real Estate” in the structure of the internal troops (VV) of the Ministry of Internal Affairs and the National Guard. Kommersant writes about this with reference to sources in law enforcement agencies.

We are talking about an information system, which was supposed to unite in a single register all objects of the National Guard and the internal troops of the Ministry of Internal Affairs. Within the framework of the project, five government contracts were concluded, according to which the IP was supposed to earn by 2016, however, despite the 192 million rubles spent on it, this did not happen.

Materials for initiating a criminal case on embezzlement and abuse against four generals and three colonels of Rosgvardia were sent to the Investigative Committee of Russia (TFR).

In 2012-2016, the internal troops of the Ministry of Internal Affairs, on the basis of which the Rosgvardia was later created, tried to introduce the information system “Real Estate”, which was designed to collect all the objects of the department in a single register.

Agreements for the creation of the system were concluded between the main center of the automated control system (GC ACS) of the Interior Ministry and the All-Russian Research Institute for Automation of Control in the Non-Industrial Sphere named after V.V. Solomatin. In total, within the framework of the project, five government contracts were concluded, under which the IP was supposed to earn by 2016.

What did the audit reveal?

The reason for the large-scale inspection of military prosecutors and auditors was the materials collected by employees of the own security service of the Russian Guard itself, who worked on the personal instructions of the director of the service, Viktor Zolotov. As it turned out, IS “Real Estate” existed only on paper, and it is not possible to download it and start working with it.

However, all 192 million rubles allocated for its creation from the budget were fully utilized. At the same time, according to the very first preliminary estimates of the inspectors, only the overestimation of the price of the work performed for the system that did not work was about 90 million rubles.

Suspects

Several former heads of the Main Center of the Internal Affairs Directorate of the Ministry of Internal Affairs and Rosgvardia, including Major General Andrei Kozlov and three officers with the rank of colonel. It is noteworthy that in the mid-2000s, Kozlov, according to some sources, was already fined 50 thousand rubles by the court for violations when concluding a contract for the creation of another information system for the needs of the main command of the Interior Ministry.

Later it turned out that in 2017 a number of high-ranking officials of the Russian Guard signed fictitious acts on the commissioning of the Nedvizhimost IS, which had not yet been put into operation. As a result of the audit, a new vector of development was obtained – claims about possible abuse of official powers, which entailed grave consequences, appeared to the ex-head of the Rosgvardia's main communications department, Lieutenant General Alexei Belyakov, his deputy Major General Alexander Vyrodov and the head of the Rosgvardia construction department, Lieutenant General Valery Duginov.

Soon generals Belyakov and Duginov left their posts, and Vyrodov, despite the fact that he is still a serviceman, also wrote a letter of resignation.

The parliamentarian pointed out the importance of that the leadership of the Russian Guard does not try to hush up such “sad facts”, does not try to save the “honor of the uniform” in any way and does not make any concessions for the suspects, but on the contrary, initiates checks itself.
