The State Duma adopted the draft federal budget for 2022-2024 second reading. This is reported by RIA Novosti.

According to the draft three-year budget, in the next two years the budget will be in surplus: in 2022, revenues will exceed expenditures by 1.33 trillion rubles, and in 2023 – by 0.3 trillion rubles … In 2024, a deficit of 0.52 trillion rubles is planned. The third reading will take place on November 24.

The deputies also approved amendments by Russian President Vladimir Putin to increase the living wage to 12,654 rubles and the minimum wage to 13,890 rubles. “For the second reading, at the initiative of United Russia, an additional 107 billion rubles have been found, which will be directed to support families with disabled people, purchase housing for disabled people. Significant money is additionally allocated for regional road construction – 20 billion rubles annually, “said First Deputy Speaker of the State Duma Alexander Zhukov.

Chairman of the Committee on Budget and Taxes Andrei Makarov stressed that all budget expenditures are aimed at solving issues related to national goals, which were set by the president. The deputy also noted that after the amendments, spending on health care increased by 22.8 billion rubles, on education – by 92.5 billion rubles.

On November 18, Putin proposed to increase the living wage and the minimum wage. The president explained his decision by the record level of inflation, which accelerated to 8.13 percent in October. Putin stressed that many social benefits are tied to the size of the subsistence minimum, including payments to families with children and additional payments to pensions, so it is necessary to increase it.
