United Russia proposed to reduce the administrative burden on small business

“United Russia” proposed to reduce the burden on small businesses during inspections

conducting inspections. So, the first measure of administrative responsibility should be a warning, not a fine. Dmitry Vyatkin, deputy head of the United Russia faction in the State Duma, recalled that many violations committed by businessmen occur out of ignorance.

The party proposed to reduce the size of the administrative fine for socially oriented non-profit organizations and small and medium-sized businesses belonging to the categories of micro and small enterprises to the size of the fine for individual entrepreneurs for the same violations.

“This is the most important proposal. It will reduce the administrative burden for legal entities that are now often unable to comply with the requirements. Now the penalties there differ at times, sometimes by orders of magnitude. In some cases, this can lead to the closure of the enterprise and, as a result, the loss of work by people, “Dmitry Vyatkin emphasized.

It is also proposed to apply the” one check – one act “scheme when it comes to control and supervisory activities in relation to business.

In addition, the acute issue of the simultaneous prosecution of a legal entity and an employee was named.

“This imposes a double burden – they were simultaneously fined for the same violation. This practice must be excluded. It is necessary to introduce a ban on the summation of fines for several offenses – there should be one, ”Dmitry Vyatkin said.

He added that the government would introduce them to speed up consideration of the proposed amendments.
Alexander Isaevich, General Director of the SME Corporation, called it very important that United Russia would help to adopt these norms as quickly as possible.

“The relevance of the changes has been confirmed by surveys of entrepreneurs. 95 percent of them consider these changes to be of high priority. A separate program for the reform of control and supervisory activities will be the beginning of our turning our face to entrepreneurs and explaining, not fining them, ”stressed Alexander Isaevich.

The party's initiative was also supported by the first vice-president of the public organization small and medium-sized enterprises “Support of Russia” Marina Bludyan.

Deputy Minister of Economic Development Alexei Khersonsev noted that the government will try to submit the bill to the State Duma as soon as possible.
