The Budget Committee recommended the State Duma to adopt the draft budget in the second reading

The State Duma will consider the draft budget in the second reading November 23 the federal budget for 2022 and the planning period 2023 – 2024. The State Duma plans to consider the draft budget in the second reading at a meeting on November 23.

The Russian government has submitted amendments to the second reading of the federal budget, which provide for the redistribution of 641.4 billion rubles in 2022, 665.2 billion rubles in 2023, and 815.4 billion rubles in 2024. This was reported by TASS with reference to Deputy Finance Minister Irina Okladnikova. According to her, taking into account the open and closed parts of the draft budget, the government submitted 581 amendments, of which 34 are textual, and the rest are digital.

Andrey Makarov, Chairman of the State Duma Committee on Budget and Taxes, noted that in total to the budget more than 1000 amendments were prepared, as a result, 888 are presented in the tables. This was a joint work of the government and the State Duma, he stressed.

At a meeting on November 19, the committee approved three amendments by the President of Russia to the draft federal budget for 2022 – 2024, which provide finance for the proposal of the head of state to increase the living wage and the minimum wage. It is assumed that following the implementation of the amendments, the cost of living and the minimum wage will rise above the projected inflation rate. According to the plenipotentiary envoy of the Russian president to the State Duma, Harry Minh, this will amount to about 8.6 percent in one direction and more than 8 percent in another direction. According to these calculations, the minimum wage should increase to 13,890 rubles, and the subsistence minimum to 12,654 rubles.

Amendments by United Russia to the second reading of the federal budget for 2022-2024 provide for additional allocation of funds housing for people with disabilities, the development of a regional road network, the comprehensive development of rural areas and the overhaul of universities. It is also planned to create a system of long-term care for elderly citizens and disabled people in a number of regions.

According to the draft adopted in the first reading, Russia's budget revenues in 2022 will amount to 25.021 trillion rubles, in 2023 – 25.540 trillion rubles, in 2024 – 25.831 trillion rubles. Expenditures are planned in 2022 at the level of 23.694 trillion rubles, in 2023 – 25.241 trillion rubles, in 2024 – 26.354 trillion rubles.

In accordance with the draft law, in the next two years the budget will be in surplus. 2.74 trillion rubles are provided for the implementation of national projects in 2022, 2.88 trillion rubles in 2023, 2.98 trillion rubles in 2024.
