As stated in the military department, the incident took place on November 14 at about 12:00 Moscow time in the eastern direction of the border. The reason for the shooting was an attempt by the Azerbaijani military to launch an offensive in the area, the Armenian Defense Ministry specified.

Earlier in November, it was reported that an Armenian threw a grenade at an Azerbaijani checkpoint near the town of Shusha in Karabakh. As a result of the incident, no one was injured, and the attacker was detained by Russian peacekeepers temporarily stationed in Azerbaijan.
