As noted by Moskovsky Komsomolets, the failure may be associated with a large load on the site “Gosuslug”, which arose due to the large flow of people who want to get vaccinated.

Earlier it became known that on Monday, November 8, a technical failure occurred on the website of state services, as a result of which the validity period of QR codes changed from 12 to 6 months. This happened due to the technical work that was carried out on the portal. The Ministry of Digital Science and the Ministry of Health assured that the previously issued certificates will remain valid for the entire period.
From November 8, Russians can receive new certificates of vaccination against coronavirus, medical contraindications to it, or a past illness. The document is available in English and Russian, and can be obtained in paper and electronic form. The certificate will contain detailed information about the owner, data from SNILS and the compulsory medical insurance policy, as well as contraindications to vaccination.
