Putin signed a law to toughen control over the circulation of alcohol
MOSCOW, July 31. /TASS/. Russian President Vladimir Putin signed a law that increases the administrative responsibility for alcohol production and turnover of alcoholic beverages without a license. The law also prohibits the sale of alcohol through vending machines. The corresponding document was published on Monday on the official Internet portal of legal information.
The amendments to the law “On state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and about restriction of consumption (drinking) of alcoholic production” was initiated by a group of Federation Council members after cases of mass poisoning by substitutes of alcohol-based hawthorn tincture in December 2016.
According to the document, for alcohol production and turnover of alcoholic products without a license to establish administrative liability for officials in the form of a fine in the amount from 500 thousand to 1 million rubles or disqualification for a term from two to three years. For legal entities the penalty will be 1/5 of the size of its annual revenue received from the sale of all goods, works or services, but not less than RUB 3 million, Also for a similar offense the activity of the legal entity can be administratively suspended for a period of 60 to 90 days with the confiscation of the goods.
The law establishes administrative liability for the illegal sale of alcoholic beverages by citizens at the level of 30 thousand to 50 thousand roubles with confiscation of the products. For individual entrepreneurs who illegally sell alcohol, provided penalties in the amount of from 100 thousand to 200 thousand rubles. with confiscation of alcoholic and alcohol-containing products. Now the maximum penalty for such offenses is for individuals 2.5 thousand rubles, for legal entities — 300 thousand rubles.
