The HRC stated that the municipal filter in line with international practice

Municipal filter on gubernatorial elections in line with generally accepted world practice and works fine if the candidate has support at the municipal level, to overcome him easily. This opinion was expressed on Thursday the member of the Council under RF President on development of civil society and human rights (HRC), co-chair of the monitoring group of the Council to monitor the elections, Igor Borisov.
“The establishment of any qualifying requirements to candidates for certain elected positions, is a generally accepted world practice,” he said at a press conference in TASS.
Borisov gave the example of France, where candidates for presidential elections must collect signatures of municipal deputies.
The expert also recalled that in 2012, when it was returned to the direct election of governors and introduced the ‘municipal filter’, its validity was confirmed by the constitutional court. Municipal filter requires gubernatorial candidates to collect signatures of municipal deputies and heads of municipal entities to register in the elections. The size of the municipal filter is determined by the regional authorities, it can be at least 5% and not more than 10% of the number of municipal deputies in the region.
