The state Duma will consider on Friday in the second, mainly reading the draft law on the introduction of a resort fee. Adopted in the first reading version of the bill provides for the introduction in an experimental mode in the years 2018-2022 circuit Board of tourists for the use of resort infrastructure in Crimea, Altai, Krasnodar and Stavropol territories.
10 July in the state Duma held parliamentary hearings on the draft law with the participation of relevant ministries and departments, representatives of regions and committees-the co-operators. Amendments to the second reading of the bill was formed on the basis of proposals made during the parliamentary hearings, said the head of the Duma Committee on budget and taxes Andrey Makarov. Thus, the introduction of regional laws regulating the collection of resort tax, is transferred for six months compared to the period prescribed in the adopted in the first reading version of the bill until 1 may 2018.
The resort fee will be credited to the budget of a constituent entity of the Russian Federation, on whose territory the experiment is conducted. For the collection and distribution of these funds are offered to create Fund of development of resort infrastructure that will be part of the budget of the RF subject. At the same time in 2018 the budgets of municipalities will be allocated 70% of the projected revenues from the fee in the territory of the respective municipality. In subsequent years, 100% of the Fund will be distributed among the municipalities.
The bill prescribes that payers of the resort fee can only be adult citizens residing in the region of the experiment more than 24 hours. To preferential categories of citizens are exempt from paying resort fees are added persons accompanying people with disabilities first group and disabled children. In the first reading of the bill accepted norm according to which payment of duty is scheduled to be released Heroes of the Soviet Union, Heroes of Russia, Heroes of Socialist work, Heroes of labour of Russia, war veterans, invalids of the first and second group, war invalids and poor families.
The use of revenues from the resort collection will be exclusively targeted. In particular, the direction of funds from the Spa collection for road construction and utilities is not allowed. The actors are encouraged to create public councils, which will oversee the disbursement of allocations from the Fund.
In 2018, limit the resort fee may not exceed 50 rubles per day, then limit the amount of the fee will be 100 rubles. The resort fee not later than the date of departure from the property. Revenues from resort fees not included in the calculation of budgetary security of subjects of the Federation for the purpose of grants for alignment of budgetary security.
