The Kremlin has forwarded the issue of moving the adoption of the animal welfare law the state Duma

Press Secretary of the President of Russia Dmitry Peskov forwarded to the state Duma a question about the reasons for delaying the adoption of the law about responsible treatment of animals, the correspondent “Tapes.ru”.

“In this case, it’s probably not to the Kremlin the question, I would have forwarded it to the Duma”, — told reporters Sands.

Earlier, first Deputy Chairman of the state Duma Ivan Melnikov said that the government asked to postpone the consideration of the bill on responsible treatment of animals in the second reading in the autumn session. The Duma Council suggested to establish a working group to finalize the document, which will include representatives of Executive authorities, deputies, senators and other interested persons.

Second reading of the bill was to be held in may, but five times in a row postponed for a week.

Animal rights activists have declared an indefinite rally in support of the adoption of this regulatory document and has launched a national flashmob in social networks under the hashtag “#secondarinesses”.

The law about responsible treatment of animals, proposed by the Ministry of environment, establishes the basic concepts and principles of the legal regulation in this sphere. Its adoption is aimed at combating ill-treatment of animals and greater control over the possession of a home, office, circus animals and Pets zoos. The document envisages a ban on the destruction of stray animals, keeping them in traveling menageries, and to torture the representatives of the wild fauna in hounding camps. The bill was passed by the state Duma in the first reading back in 2011.
