Matvienko has proposed an alternative to student hostels

The Federation Council speaker Valentine Matvienko during a meeting with members of the Chamber of young lawmakers proposed to replace the student dormitories of the youth cooperatives or other forms of housing provision.

“The word “dormitory” has been discredited over the years of Soviet power, and until now this legacy of hostels very rarely permitted because (living space) of the hostel can not be privatized, the hostel man becomes a “slave situation” — he can’t (housing) to sell, get a mortgage, buy an apartment” — gave an example of Matvienko at the meeting on Monday.

The Senator proposed to abandon the hostels in their current form, however, the idea of private hostels, the MP is also not supported. According to her, there are many other options: youth cooperatives, houses with Studio apartments for young families and students. She stressed that projects for the provision of housing for youth should be implemented with the participation of local authorities and the Sami residential area have to transfer the property for a small fee.

“To the person who cheap paid for the apartment, could understand that it was his property. Let this 50 square meters, for a start it’s good, then it will work, these meters sell or invest and improve their living conditions”, — said the speaker of the Federation Council.

According to Matvienko, the private sector has long been making apartment houses and rents an apartment in hiring. The state could participate in such projects and to help young people take shelter in these homes at an affordable price. You can also revive the Soviet practice of youth cooperatives, interest-free loans, taking part of the payment after the birth of children, said the Senator.
