The law on drones in Russia: procedure not willing sellers at a loss
New amendments to the Air code of Russia, which came into force today, seriously complicate the terms of ownership of the drone. They apply to all without exception of drones weighing from 250 grams to 30 kilograms, which are now required to register in the necessary order. Hi-Tech Mail.ru tried to understand how will be the registration procedure, and also spoke with the distributor of the largest drone manufacturer and a representative of the company that should carry out the procedure of registration and accounting drones.
The essence of the new law
After purchase the owner is given ten days to register the drone. According to one source, registration will occur using the technology of radio frequency identification tags (RFID), which will glue on drones, the enterprise “Zaschitainfotrans”, controlled by the Ministry of transport. RFID tags will transmit information about the drone and its owner reading devices at a distance up to 300 meters.
According to other reports, check-in online, passing data about the pilot and the machine and receiving in return a registration number. The room will need to paste or draw on Board the UAV. Probably at change of ownership or material change in internal components of the drone, you may need to re-register. It is noteworthy that in the Russian representative offices of major brands such as DJI, do not possess information on the practical implementation of the law. At the same time, how did you learn the Hi-Tech Mail.ru the head office of the company generally not paying attention to the issue of compulsory registration, shifting this responsibility onto the shoulders of stores. Those, in turn, unsuccessfully tried to achieve clarity from the regulatory authorities:
A fine of 5,000 rubles for illegal drone is already there, and where and how to register drones, is still unclear.
The procedure does not work
In July 2016, Vladimir Putin signed a law allowing not to register drones that weigh less than 30 pounds, but today these devices also fall under the requirement of compulsory registration. It should be said that at the time of this writing, the relevant government decree was signed and published. What is the reason that the law is “delayed”?
According to an article published on the website of the Association of operators and developers of unmanned aircraft systems, has been developed in accordance with the decree of the Government branch accounting system BVS not found support from a number of officials and “the system offered by FSUE “Zaschitainfotrans” radio frequency RFID is of no practical use to apply in regard to BVS”. If this information is correct, it turns out that the state at the time of adoption of the law did not have the necessary technical means for its implementation.
Alexander Drozd, head of Department of development of unmanned systems FSUE “Zaschitainfotrans” said Hi-Tech Mail.ru that technical study of the question still goes on, despite the fact that the law was already in force. According to him, the drones will be put to the accounting using RFID tags, which will have several levels of protection. As soon as the relevant government resolution, which is now the Ministry of transport, the procedure will work. According to Thrush, even given the urgency of the issue, it may take at least a month.
How will be the registration procedure?
To register the drone, according to the plan of FSUE “Zaschitainfotrans”, the buyer will have to do the following steps:
- Go to the portal of public Services
- To register
- Send notification with all the information and Drona with personal data
- To the label in the IFC or by mail
- To stick the label on the body of the drone
“And me to fly hunting!”
What to do if check is not possible or you are opposed to your drone put on record? First, as reported by Hi-Tech Mail.ru in the official representative of DJI, lightweight drones that are not covered under the act make up about a third of the market, however, is often the most simple model — a more or less high-end devices weigh more. However, buying a lightweight drone, which sell a lot, you will save yourself from problems with the registration.
A third of the drones in Russia does not fall under the new law
Second, it is unclear how will monitor the implementation of the law. It is difficult to imagine that the Commission of “Zaschitainfotrans” will go to country towns in search of “drones illegal”. As said Hi-Tech Mail.ru the DJI representative office in Russia, marks or numbers on the sides of the drones will be analyzed by the Supervisory authorities only in the event of any incidents: the violation of the limits of unmanned areas, accidents, terrorist attacks and so on., that is, the daily control over the use of drones will not.
