Despite the disappointing forecasts of colleagues from the centre weather “Phobos”, the forecast from meteorologist believe that the second half of July in Central Russia will be warm.

According to him, this does not mean that “the entire period will be warm”, but the head of the hydrometeorological center said that “summery days are all the same”.
Vilfand also said that the wettest summer for the whole period of observations (that is almost 140 years old), was in 2016. “And the coldest June was in 2003, then the temperature was 4.5 degrees below normal,” — said the head meteorologist. According to him, now the temperature is below the climatic norm by only 2.5 degrees.
Climatologist, member of the Academy of Sciences Vladimir Semenov agree with Wolfendoom in the evaluation of the center of the projection. “The first half of July, the summer will come,” said Semenov in conversation with RBC. He also noted that the meteorologist in their forecast indicates that “in July the temperature will be above normal”. According to him, up to 9 July it is expected the cyclone with rainfall, but “then until mid-July will be dry,” and the day temperature reaches +25 degrees.
Director of the Institute of atmospheric physics. A. M. Obukhov of RAS Igor Mokhov in conversation with RBC said that the period of extreme precipitation in Central Russia is associated with the circulation of the atmosphere.
“The overall trend is warming, which is happening in this decade, accompanied by an increase in moisture content in the atmosphere. In the European part of Russia rains, but on lake Baikal and the Black sea hot. Such wave structures can last several days to months, there is a alternation of processes,” said Mokhov. According to him, “now globally the planet is very warm”, with a redistribution of precipitation also leads to regional anomalies. “This year in terms of rainfall unlucky European part of Russia”, — he explained.
Sunday, July 2, a senior fellow at the center weather “Phobos” Eugene Tiscover said that summer in the Central part of Russia “will be gone”.
According to him, the temperature in this region is unlikely to rise even to 25 degrees.
A similar forecast was also made by the head of the program “Climate and energy” world wildlife Fund Alexey Kokorin.
Kokorin believes that sudden changes in the weather in Central Russia associated with the enhanced greenhouse effect. “These changes boil down to the fact that we have more anomalous phenomena: low temperature, high temperatures, extreme rainfall, and periods when there is no precipitation”, — he said.
After forecasters, emergency situations Minister Vladimir Puchkov during the teleconference urged employees of his Department not to rely on the weather and be prepared for natural disasters in Russia in July. “June was a difficult and stressful. Weather forecast for July indicates that we will have disasters,” — quoted Puchkova “Interfax”.
