According to the interlocutor in presidential administration, one of the options being discussed is to provide the opportunity of voting in the country without absentee ballots. “Voters can be outside of his permanent place of residence, including, for example, in the country, and they are embarrassed in advance to go somewhere and get absentee ballots,” — said the source.

At the same time, he noted that the prospects of a vote “passport” in any locality depend on the creation of a unified database of the state automated system “Elections”. The CEC, according to the source, yet do not guarantee that the database will be running for the presidential elections.

Among the possible ways to increase turnout, the source also said that attracting young people to the polls through canvassing and themed computer games. According to the interlocutor in the Kremlin, to attract people to vote will help combine elections with a referendum on local population issues.

The next presidential elections will be held in March 2018. In 2012, when the Russian President was first elected for six years, the turnout was 65.3 percent.
