Russia officially recognized the documents of the residents of Donbass
The holders of the issued LC and DNR documents will allow him to travel freely to Russia.
Moscow. 18 Feb. INTERFAX.RU — President Vladimir Putin signed a decree on the recognition in the Russian Federation documents issued to citizens of Ukraine and stateless persons permanently residing on the territories of separate districts of Donetsk and Lugansk regions, reported the press service of the head of state.
As stated in the document, the decision was made “in order to protect the rights and freedoms of man and citizen, guided by the universally recognized principles and norms of international humanitarian law.”
“To establish, temporarily, pending a political settlement of the situation in certain districts of Donetsk and Lugansk regions of Ukraine based on the Minsk agreements of the Russian Federation are recognized as valid identity documents, documents on education and (or) qualification, birth certificate, the conclusion (cancellation) of marriage, name change, death certificate, certificate of registration of vehicles, registration plates of vehicles issued by the competent bodies (organizations), actually operating in the territories of these areas, the citizens of Ukraine and persons without citizenship, constantly living on these territories”, — stated in the decree.
Citizens of Ukraine and stateless persons permanently residing on the territories of separate districts of Donetsk and Lugansk regions, will be able to enter Russia without a visa on the basis of the identity documents issued are actually in force in these territories by the authorities.
The Russian government instructed to take the necessary measures to implement the presidential decree. It shall enter into force from the day of its signing
That Russia in fact recognizes the passports of residents self-proclaimed DND and LNR, and that the owners of such documents may use the services of Russian Railways, airlines and hotels, in early February, wrote RBC.
Commenting on the report, press Secretary of the President Dmitry Peskov declared that Russia officially did not recognize the passports of persons residing in the territory of the unrecognized republics of the Donbass.
“This is not an official recognition of passports, we are talking about individual solutions, which could be municipal, local authorities and various companies, based solely on humanitarian considerations, guided by the need to do humanitarian assistance to these people who live in areas of Donbass”, — said Peskov.
He explained that such persons are deteriorating valid Ukrainian passport, and they have no opportunity to obtain any additional documents.
