Putin signed a decree on the recognition in Russia of the documents for residents of certain regions of Donbass

MOSCOW, February 18. /TASS/. Russian President Vladimir Putin signed a decree “On the recognition in the Russian Federation of documents and license plates of vehicles issued to citizens of Ukraine and stateless persons permanently residing on the territories of separate districts of Donetsk and Lugansk regions of Ukraine”.

As the press service of the Kremlin, this was done “in order to protect the rights and freedoms of man and citizen, guided by the universally recognized principles and norms of international humanitarian law.”

The text of the decree, in particular, it is noted that these measures are “temporary, pending a political settlement of the situation in certain districts of Donetsk and Lugansk regions of Ukraine based on the Minsk agreements”.

“The Russian Federation recognizes a valid identity documents, documents on education and (or) qualification, birth certificate, the conclusion (cancellation) of marriage, name change, death certificate, certificate of registration of vehicles, registration plates of vehicles issued by the competent bodies (organizations), actually operating in the territories of these areas, the citizens of Ukraine and persons without citizenship, constantly living on these territories”, – the document says.

Citizens of Ukraine and stateless persons permanently residing on the territories of separate districts of Donetsk and Lugansk regions of Ukraine will also be able to enter and exit the Russian Federation without a visa on the basis of identity documents issued and the relevant authorities are actually acting on territories of these areas.

The government is mandated to take necessary measures for implementation of the decree, which comes into force from the day of its signing.
