The state Duma prohibits unwanted foreign NGOs to create a legal entity in Russia

MOSCOW, February 17. /TASS/. The state Duma adopted in the second reading a bill to ban foreign non-governmental organizations (NGOs) whose activity is undesirable on the territory of Russia, to create legal entities or participate in them.

The government, which contributed to the lower chamber the bill, recalled that in 2015, the law defines the procedure and consequences of recognition of foreign and international non-governmental organizations undesirable on the territory of the Russian Federation. Including a ban on the creation of such organizations, their structural subdivisions in Russia. However, as noted in the explanatory note, the law does not prohibit such organizations to create a Russian legal entity.

The Cabinet proposes to correct this situation and establish that “the recognition of undesirable on the territory of the Russian Federation activities of foreign or international non-governmental organization entails including the prohibition of the establishment “on the territory of the Russian Federation of legal entities or participation in them”.

The second reading of the bill was introduced only a technical amendment.
