The Chairman of the Duma Committee on information policy, information technologies and communications Leonid Levin believes the current idea of the regulation of messengers at the legislative level.
“Now you can call the direction in the direction of regulation of instant messengers timely, as every day the number of users is growing steadily and is already tens of millions of people in our country,” Levin told reporters, commenting on the information in the media about the amendments to the law “On communication”, which are designed to regulate the messengers.
However, he noted that the information policy Committee did not participate in the development and discussion of this bill. “Therefore, it is difficult to evaluate a proposed action,” added the MP.
Levin pointed to the fact that there is a growing use of these services for illegal purposes. “Proliferation risks through instant messengers extremism, advertising drugs, gambling, and other illegal content are growing continuously increases the efficiency of the system block sites with such content. Therefore, the possibility of including legislative regulation becomes relevant,” — said the MP.
“Modern messaging is a convenient and multifunctional communication tool for many of our citizens today is a major (important role in this plays a factor in free downloading of such programs).
