The draft law on the protection of animals it is necessary to study the European experience of chipping Pets. On Sunday, January 22, said the head of the Duma Committee on ecology Olga Timofeeva during the Congress of the party “United Russia”, the correspondent of “Tape.ru”.

She also stressed that this area needed existing rules. “We need to move from emotion to real legislative mechanisms”, — said Timofeeva.
The working group which is finalizing the draft law on the protection of animals, in February will come with amendments at the public hearing, she added.
30 November 2016 in the state Duma were also made to the draft law “on the Commissioner for the protection of animals in the Russian Federation”.
The bill “About responsible treatment of animals” was introduced by a group of deputies of the state Duma in 2010. According to the explanatory Memorandum, the main objectives of the document — “establishing requirements for the treatment of animals, protection of animals from cruel inhumane treatment, suffering and death, the prevention of cruel killing of animals, strengthening of morality and humanity of society, security and other rights and legitimate interests of citizens”.
The draft law introduces compulsory registration of dogs of potentially dangerous breeds, and voluntary for all other animals. In addition, it involves the use of microchips with information about the pet and its owner.
The document was approved by the state Duma in the first reading in 2011.
