The speaker of the Federation Council Valentina Matvienko said that Russia is ready to dialogue with the U.S. on the “law of Dima Yakovlev”. This is reported by the Rambler/news with reference to “Interfax”.
Matvienko assured that this law is not Russia’s goal. According to her, it will be cancelled, if the state will guarantee protection of life, health and rights of Russian children, as well as cooperate with Russian diplomats and representatives of the services who will monitor the conditions in which children live.
Also, the speaker of the Federation Council, said that the ECHR decision on the claim of the Americans who fell under the “law of Dima Yakovlev” is not legitimate. Matvienko has reminded that the USA are not part of the European Convention: the States have signed the UN Convention on the protection of children, but has not ratified it.
Earlier, the European court of human rights (ECHR) ordered Russia to pay 16 US citizens 75 million euros compensation (4.7 million rubles) due to the discrimination they were allegedly subjected to the “law of Dima Yakovlev”. These people plan to adopt 27 children from Russia. They all started to execute all necessary documents from 2010 and 2012, but then was adopted the “law of Dima Yakovlev”.
A law banning the adoption of Russian orphans by foreigners from other countries were adopted in late 2012. The reason for its occurrence was the death of two-year Dima Yakovlev, adopted by an American couple, as well as other cases in which Russian children died in the US at the hands of foster parents. This document is also considered a response to the “Magnitsky list”, adopted by the States in 2012.
