The government has proposed to ban the drinking of alcohol on TV in the daytime
The centre for national alcohol policy development (CMAP) offered the Russian government a bill banning the demonstration of alcohol consumption on television in the period from 6 to 23 hours. It is stated in the letter (copy of Google Cache, as of 11:45 Moscow time a document is deleted from portal), published on the website of the organization.
“We have prepared a bill whereby it is proposed to Supplement article 4 of the Federal law “About mass media” (inadmissibility of abuse of free mass information) a provision prohibiting the use of from 6 to 23 o’clock local time, the demonstration of the processes of consumption of alcoholic products in television, video, film programs, documentary and feature films,” reads the letter.
Experts note that the demonstration of the use of alcohol in most cases “should be seen as hidden advertising … consumption of alcoholic beverages.” A letter was sent to the Prime Minister of Russia Dmitry Medvedev with a request to instruct Roskomnadzor, the Ministry of health, Federal Antimonopoly service and the Ministry of justice to consider the bill.
CRAP — governmental organization that monitors statistics of alcohol consumption in Russia. Experts of the center also are developing a bill to restrict the sale of alcohol beverages. Suggestions CRAP were taken into account in the adoption of respective regional laws.
Now in Russia banned alcohol advertising on the Internet and on television. Television and radio allowed advertising of domestic wine and champagne from 23:00 to 7:00 in the print media advertisement cannot be published on the first and last pages or strips, as well as on the cover.
