Ekaterina Mizulina called for the creation of a simple tool for complaints about online fraudsters
A round table on the topic “Protection of personal data on the Internet and a quick response to online fraud is a guarantee of citizens' peace of mind” was held in the Public Chamber of Russia.
Yekaterina Mizulina, a member of the Public Chamber, director of the Safe Internet League, said that in 2021 alone, 11,000 requests were received on various cases of fraud: from the sale of fake documents to theft of personal data. She also stressed that users are highly concerned that they cannot be confident in their security in the digital space.
“We receive a large number of applications, the same number of applications are received by law enforcement agencies. One of the important elements of protecting users should be the creation of a simple and understandable tool for citizens, a “one button” with which they can complain and get help. This must be done because the problems of fraud and data leakage create social tension and negative mood in society, which can lead to the fact that people themselves go to catch these fraudsters, “she suggested.
Mizulina also noted, that during the pandemic, cybercriminals began to actively exploit the topic of coronavirus.
“Unfortunately, we see that IT giants, including foreign ones, are also involved in this, which, despite the complex moderation system, allow fraudsters to place their advertisements. Foreign platforms pretend that nothing is happening and, in fact, condone the development of fraud on the territory of Russia, deceive our citizens and steal money from Russians. It has become colossal in scale, ”she concluded.
Natalya Kasperskaya, President of the InfoWatch group of companies, supported the proposal to create a “single point of entry” for complaints from citizens and said that radical steps are needed to solve the problem of fraud. At the same time, Kaspersky noted that it is unfair to accuse the Ministry of Internal Affairs of data leaks. However, according to Kaspersky, it is necessary to legislatively toughen the punishment for leaks of personal information for operators of personal data and their employees.
Director of the regional public center for Internet technologies Rustam Sagdatulin urged users to be responsible and not ignore cases of online fraud, noting that it is necessary to complain about cybercriminals on the online sites themselves. The expert also recalled that users can address questions regarding personal data and their leaks to the center for legal assistance of citizens in the digital environment, created at the main radio frequency center.
Head of the department for the organization of control and supervision activities of the protection department rights of subjects of personal data of Roskomnadzor Ekaterina Efimova also noted that the topic of compliance with Russian laws by foreign companies remains relevant.
A representative of the regulator said that over the past two years, Roskomnadzor received more than 500 complaints about the operation of Internet platforms, but at the moment, working with them is reduced to sending letters to assist in the removal of personal data.
“In a fairly large number of cases, companies refuse this assistance, citing the fact that, in their opinion, a violation of the rights to use these sites not found. We expect that the law “on landing” will allow for more effective interaction with these persons and will improve the law enforcement practice on the protection of citizens' rights, ”she concluded.
