Deputy Prime Minister Golikova: indexation of the subsistence minimum will affect 16 million Russians
Deputy Prime Minister Tatyana Golikova named the number of payments will change after an increased indexation of the subsistence minimum and an increase in the minimum wage (minimum wage). Her words are quoted by RIA Novosti.

Golikova noted that almost all social benefits, federal and regional supplements to pensions, insurance payments for sick leaves depend on the size of these indicators.

The Deputy Prime Minister added that the authorities will ensure an increase in payments due to the federal budget, extra-budgetary funds and constituent entities, but most of them will mainly fall on budget funds.
Earlier, Russian President Vladimir Putin proposed to increase the cost of living by 8.6 percent in 2022. According to Putin's proposal, the cost of living will rise to 12,654 rubles. The President noted that the indexation of the living wage in the budget by 2.5 percent is not enough due to the current level of inflation, which has accelerated in recent months. Putin also ordered to raise the minimum wage (minimum wage) by 8.6 percent – to 13,890 rubles.
How much will be allocated from the budget
The head of the Ministry of Labor and Social Protection Anton Kotyakov said that the minimum and the minimum wage will be allocated about 30 billion rubles.

The living wage is a criterion of need when assigning social benefits, on its basis social benefits are calculated, such as payments to pregnant women, families for children under three, then from three to seven, from eight to 17 years , additional payments to pensions. The size of the minimum wage affects the establishment of the minimum wage and sick leave.
Earlier in November, the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, had already announced that in Russia it was necessary to change the method of calculating the subsistence minimum and raise it to 20 thousand rubles. In Russia, a person is considered poor if his income is less than the subsistence level. In 2021 it is set at 11,653 rubles, in 2022 – at 11,950 rubles.
When will the amendments be considered
The chairman of the State Duma Committee on Budget and Taxes Andrei Makarov said that new amendments to increase the living wage and minimum wages will be considered no later than November 24, and the initiatives will be supported by all factions, regardless of political views.

Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov said that the LDPR faction is ready to support the proposals of the President of Russia. He expressed the hope that the necessary resources for their implementation will be found.
The deputy added that the decision to increase the minimum wage was balanced and deliberate, since it was already noted that the level of projected inflation is higher than that used in the formation of the draft federal budget.
Nilov also said that the committee is ready to work out the initiative on the indexation of pensions, since in this case amendments to the pension legislation are required.
If, most importantly, the necessary funds are found, the committee will be able to promptly amend the pension legislation so that on January 1, pensions were indexed not at the level of 5.9 percent, as laid down, but at the level of actual inflation

Russian President Vladimir Putin also reminded of the need to index pensions above the level of actual inflation. Putin stressed that the government has strictly adhered to this rule since 2019, and it would be wrong to retreat from it, given the rise in inflation.
According to Rosstat, inflation accelerated to 8.1 percent as of November 15 in annual terms. Food prices rose the most – by 10.64 compared to the same period in 2020. To contain the rise in prices, the Central Bank on October 22 sharply raised the key rate to 7.5 percent per annum. At the end of 2021, the regulator predicts inflation at 7.4-7.9 percent with a target of 4 percent.
