The official reason was announced to be more effective in ensuring the security of the province. Ministries and departments have been instructed to appoint their proxies to positions in local bodies.

The Taliban also say they are ready to implement a plan to distribute humanitarian aid among the Panjshiris who have returned to the province. The instructions were given to representatives of the Ministry of Agriculture, Irrigation and Livestock and the Ministry of Refugees.

The resistance front fought with the Taliban in Panjshir province in mid-August after the fall of the Afghan capital of Kabul. The rebels were led by Ahmad Masud, son of the legendary Panjshir Lion Ahmad Shah Massoud, and Amrullah Saleh, a former vice president of Afghanistan. In September, the Taliban defeated the FNSA in Panjshir, after which the rebels turned to guerrilla warfare.

On November 1, the former deputy governor of Panjshir province, Kabir Wasik, announced that the FNSA was preparing to resume the fight against the terrorists who had seized Afghanistan. Although the Taliban control most of the province, Wasik said the resistance holds the highlands and is present in several other regions.
