Grishkov's lawyer: Russians can be arrested for 15 days for breaking the attic door on the roofs of city buildings. Lawyers told RIA Novosti about the administrative punishment for the so-called roofers.
As noted by the head of Saunin Law Practice, Andrei Saunin, only technical workers are allowed to go to the roof. In itself, an unauthorized walk on the roof is not considered illegal, said lawyer Alena Grishkova, but they can be prosecuted for breaking the attic door. If this action is regarded as petty hooliganism, the culprit will be fined up to a thousand rubles or arrested for 15 days, she warned.
If access to the roof was not restricted, then the roofer will not be punished, but the fine will be issued to the organization responsible for the maintenance of the building. The amount of the penalty could be 40-50 thousand rubles, experts said.
In turn, the deputy head of the legal department of the Arkom company, Yuri Klimov, said that the roofers are often not punished – they simply conduct an explanatory conversation. If we are talking about penetrating the roof of a guarded object, the fine can reach five thousand rubles, Saunin specified.
Tours on the roofs must be coordinated with all owners and with regional authorities, experts said. Participants are given insurance funds. For the illegal organization of such excursions, they can be fined 300 thousand rubles or imprisoned for up to two years.
Last September, the Moscow police detained the roofers who climbed the star of the main building of Moscow State University. Administrative protocols were drawn up against four young people for petty hooliganism. It took the extremals about an hour to climb, they spent about two hours on the star itself.
