Assad issued four decrees on the termination of the powers of the former governors. Now the provinces of Latakia, Idlib, Essaweida and Deraa will be headed by Amer Ismail Hilal, Thar Nasih Salhab, Namir Habib Makhlouf and Luay Hareta.

On November 15, the European Union (EU) expanded the existing sanctions against Syria. The EU Council decided to add the four newly appointed ministers to the list of individuals and entities subject to targeted EU restrictive measures in connection with the situation in Syria.

The Syrian civil war began in March 2011. The main participants in the conflict are government forces on the side of President Bashar al-Assad, the so-called moderate opposition and Islamist groups. The opposition is supported by Turkey, Russia is helping the Assad government. In 2011, the EU imposed sanctions against Damascus in response to brutal repression of the Syrian civilian population.
