The organization also considers it necessary to introduce a program to support small and medium-sized businesses involved in this area. We are talking about partial compensation for equipment costs for the development of production – up to 50 percent, not more than 10 million rubles, – or about a subsidized interest rate on loans and leasing.
The reason for the appeal was the amendments that entered into force on March 1 of this year on new conditions for the accreditation of TO operators. The companies were given a year to meet them, but the re-equipment of the inspection point requires significant costs, which under current conditions there is nothing to compensate.
The current requirements provide for photographing the car during the inspection before and after it, with the indication of the coordinates of the location laboratories. This and a number of other data are fed into the Unified Automated Information System of the Ministry of Internal Affairs' technical inspection, which should exclude the purchase of a diagnostic card without verification.
At the moment they look feasible only for a small number of market participants. As of mid-October, 5077 technical inspection operators are registered in the country. In eight months, 415 of them applied for accreditation under the new rules, and only 53 laboratories were approved.
The National Association of Vehicle Maintenance Enterprises has calculated that the cost of upgrading the point is 1.5-2 million rubles, the creation of a diagnostic laboratory in rented premises – from 5 million rubles. At the same time, their load continues to decline. A week ago, the State Duma adopted in the first reading a bill exempting cars and motorcycles from compulsory inspection, except for cases when the age of the equipment is more than four years old and it changes its owner or has been significantly converted, for example, switched to gas.
According to the head of Opora Rossii, Alexander Kalinin, such changes deprive the company of its main source of income, which means that operators are at risk of losing investments. Currently, the tariffs for technical inspection are set by the regions based on the methodology of the Federal Tariff Service (powers have been transferred to the Federal Antimonopoly Service since 2015). As a result, on average in the country, the passage of maintenance costs 570 rubles. Chairman of the Guild of Technical Inspection Operators Igor Volchek suggested that the load on points technical inspection after the entry into force of the law will fall at least three times. The head of the Union of Inspection Operators Alexei Berezovsky added that if the rate is not raised, then half of the inspection points will be closed in the country. In addition, he recalled that in some Russian regions, tariffs have not changed for ten years, despite the change in the ruble exchange rate.
At the end of October, Russian drivers were warned about the rise in the cost of compulsory insurance for some of them. This is due to the fact that the Central Bank intends to further expand the boundaries of the tariff corridor for OSAGO and change regional coefficients.
