“Parlamentskaya gazeta”: fines for public utilities may increase to 30-50 thousand rubles
in Russia, fines for companies providing residents of apartment buildings with low-quality utilities may increase. This is reported by “Parlamentskaya Gazeta” with reference to State Duma deputy Natalya Kostenko.
The authors of the initiative wanted to fine those companies that, in addition to providing low-quality services, unlawfully cut off water and electricity by 30-50 thousand rubles. In case of repeated non-compliance with the rules, the amount of the fine may increase to 50-200 thousand rubles.
At the moment, the rules for the operation of resource-supplying organizations are spelled out in the decree “On the provision of utilities to owners and users of premises in apartment buildings and residential buildings.” For non-compliance with the norms, an official can receive a fine of a maximum of one thousand rubles, and a legal entity – 5-10 thousand rubles.
“The fines that are provided are very low. This gives rise to the problem of poor quality services. Resource workers commit violations, knowing that they will pay a small fine, “Kostenko said.
The project to increase fines for public utilities was developed in September 2020. At the first violation, it was proposed to introduce a fine of 5-10 thousand rubles, and if the situation repeats, increase the amount to 30 thousand rubles. According to the authors of the initiative, the amendment was intended to improve the state of the housing and communal services sector.
