The State Duma in the first reading adopted a bill on the introduction of a fan passport

The draft law on the mandatory introduction of Fan ID in Russia was adopted by the State Duma in the first reading necessary for attending sporting events, adopted by the State Duma in the first reading. This is reported by RIA Novosti.

The draft law assigns to the government of the country the definition of events in the field of sports, which can be attended only on condition of mandatory identification of spectators. The initiative is explained by security considerations.

On November 8, the chairman of the State Duma Committee on Physical Culture and Sports Dmitry Svishchev said that by the second reading the relevant departments and sports leagues would amend the bill. He also stressed that the wishes of fans and professional clubs will be taken into account.

Fan ID was first tested at the 2018 World Cup in Russia. To enter football matches and fan zones, each fan had to have a personalized spectator card. Its owners were provided with benefits, including free travel on public transport. Foreigners who received a Fan ID were allowed to enter Russia without a visa.
