Russians left without apartments were offered to issue housing certificates

Prosecutor General Krasnov: 35 thousand equity holders have been restored in Russia since the beginning of 2021 indexed nominal value certificates. This initiative will be considered by the government, Krasnov said during a speech in the State Duma on Tuesday, November 16, Rossiyskaya Gazeta reports.

As the Prosecutor General noted, since the beginning of 2021, problems with 387 new buildings have been resolved in Russia rights were restored to more than 35 thousand equity holders. But this share is small – only 22 percent of the total number of buyers left without apartments, said Krasnov.

The problem with ensuring the rights of such citizens is that houses are being completed for a long time, and during this period prices for building materials. “One of the ways to overcome inflationary phenomena could be the use of housing certificates with an indexed nominal value,” the prosecutor general said.

Krasnov said that the idea had already been presented to President Vladimir Putin. He called on the deputies to get involved in the work on this issue. In turn, the speaker of the State Duma Vyacheslav Volodin said that the lower house will create a working group to resolve the problems of equity holders. It will be led by Deputy Speaker Sergei Neverov.

Earlier it became known that by the end of October 2021, the average cost per square meter in Moscow new buildings decreased by 2.3 percent, to 277 thousand rubles. In the Moscow region, the “square” of housing under construction also began to fall in price – over the past two months, its cost has decreased by 0.8 percent, to 148 thousand rubles. In the market of St. Petersburg, the rise in prices has stopped, and in the Leningrad region the average cost per square meter has decreased by 0.3 percent, to 122 thousand rubles.
