The ex-minister added that for older people, housing and communal services and medicines are more relevant items of expenditure that should have been included in the list. Stepanov admitted that Zelensky's initiative is more likely to support creative industries in Ukraine than to stimulate risk groups to vaccinate.

On November 15, Zelensky said that citizens of the country who received two vaccinations against coronavirus will receive a thousand hryvnia from the state ( about 38 dollars, or 2.7 thousand rubles). The politician said that for this money it will be possible to purchase a subscription to a gym or fitness club, visit a cinema, theater, museum, concert hall or exhibition center, or buy a ticket for traveling within the country.
