RBC: The Central Bank will not be able to impose restrictions on issuing loans for systemically important organizations

The Central Bank will not be able to impose restrictions on issuing unsecured loans only for systemically important credit institutions (SZKO) – they will not be singled out as a special category. Such a clause has been excluded from the draft law on direct quantitative restrictions that was finalized for the second reading, writes RBC, citing sources.

The Russian authorities think that the limits should be equally applied to all banks with a universal license, so that there is no regulatory arbitrage and risky loan flows. Also, the new version of the bill no longer contains the words “direct quantitative restrictions”. Instead, it is proposed to use the special term “macroprudential limits.”

The freedom of the Bank of Russia to impose bans on creditors will be limited. The Central Bank will be able to impose direct restrictions on individual transactions for all banks only after consulting the government. The clause stating that creditors are obliged to inform consumers about the bans on lending has also disappeared.

The State Duma adopted the draft law on the Central Bank's right to introduce quantitative restrictions on the issuance of loans to individuals in the first reading on October 21. An attempt to solve the problem of the overheated consumer loans market in this way can only aggravate the situation, according to the Association of Russian Banks (ADB).
