Russian President Vladimir Putin instructed the government access of goods from the self-proclaimed Donetsk and Lugansk People's Republics (DPR and LPR) to participation in public procurement. The corresponding decree “On the provision of humanitarian support to the population of certain areas of Donetsk and Lugansk regions of Ukraine” was published on the official Internet portal of legal information.
