The prosecutor's office dismissed the case of the programmer Savelyev, who published the video recordings of torture 
The prosecutor's office stopped the proceedings on the criminal case of the programmer Sergei Savelyev, who published the video archives with the torture in the Saratov prison hospital. This was reported by the human rights organization Gulagu.net in its Telegram channel.
The decision to close the case was made on October 27 by the prosecutor of the Saratov region in connection with the illegality and groundlessness of the criminal prosecution. The court's decision on the arrest of Savelyev in absentia was also canceled.
On October 28, the Ministry of Internal Affairs announced that the Saratov investigators were in the process of a criminal case, which was initiated on September 30 under Article 272 of the Criminal Code of the Russian Federation (“Illegal access to computer information” ). According to the investigation, Savelyev, who published the video recordings, “accessed computer information protected by law, which entailed copying information.”
The police intended to put the programmer on the international wanted list. He is in France, where he asked for political asylum.
On October 23, it was reported that the Russian Ministry of Internal Affairs had put Savelyev on the federal wanted list. UFSIN, then others appeared. According to human rights activist Vladimir Osechkin, 40 gigabytes of video of the torture of prisoners were filmed by FSIN officers on official video recorders. After that, criminal cases were opened, the situation was taken over by the Prosecutor General's Office, the State Duma and the Federation Council.
