“Vedomosti”: Russian banks did not want to calculate the cost of living of debtors will collect, and intend to shift this responsibility to the bailiffs. New tricks became known to the Vedomosti newspaper.
The publication refers to a letter sent by the National Financial Market Council (NSFR) to the Ministry of Justice. Bankers fear that such an approach will force them to incorporate new risks into loan rates. In addition, banks were concerned that this practice would negatively affect the payment discipline of borrowers.
The relevant amendments to the Civil Procedure Code and the law on enforcement proceedings should enter into force in February 2022. It will allow debtors to keep in their accounts the amount of the minimum wage after all collection. After the law is passed, a person who finds himself in a difficult life situation due to debts will be able to determine one account, in which the minimum income will be guaranteed. The main goal of the initiative is to gradually ensure that absolutely all citizens of Russia have an income not lower than the subsistence level.
In Russia, a person is considered poor if his income is less than the subsistence level. In 2021 it is set at 11,653 rubles, in 2022 – at 11,950 rubles.
