Producers of mineral fertilizers will freeze prices for products the level of averages until May-July 2021. This is reported by Kommersant.
It is noted that the government has decided to use possible tools so as not to create a shortage of this product for agricultural producers and not to disrupt the spring sowing campaign. The relevant issue was discussed at the Ministry of Agriculture on November 19.
The department has already collected applications from consumers in the regions and sent them to the Ministry of Industry and Trade, which should distribute them among producers. The Fertilizer Producers Association (RAPU) estimated that Russian agriculture needs about 4.7 million tonnes in 2022.
16 regions with the highest consumption will enter into agreements with producers, which will fix obligations on the volume of supplies and purchases.
“In addition to fixing prices, we are talking about guaranteeing the volume of delivery. We need a buy-back guarantee. If the prices are fixed, farmers may not want to take the volumes now, but postpone purchases until March-April, until the moment of introduction, “said Phosagro CEO and head of the RAPU Andrei Guryev.
On November 3, the government adopted a resolution, restricting the export of nitrogen and complex nitrogen-containing fertilizers from December 1, 2021 to May 31, 2022. The quota applies to countries outside the Eurasian Economic Union (EAEU). The size of the quotas is 5.9 million tons for nitrogen fertilizers and 5.35 million tons for those containing two or three nutrients – nitrogen, phosphorus and potassium. Russian Prime Minister Mikhail Mishustin explained the new measures by the need to provide the domestic market with fertilizers in order to avoid an increase in food prices.
