Izvestia: The Ministry of Health and the Federal Medical Insurance Fund will change the wage system for doctors in seven regions of Russia to pay for the work of doctors and nurses at the expense of the normalized safety stock (NHA) of the MHI Fund and found out that it is not being implemented effectively enough, Izvestia writes.
The Russian Ministry of Health and the Federal Mandatory Medical Insurance Fund, based on the conclusion of the Accounts Chamber (JV), have developed specific actions to raise doctors' salaries. Honored Doctor of Russia, State Duma Deputy Tatiana Kusayko said that a pilot project, under which the salary system for doctors will be changed, will be launched in seven regions of the country in the near future.
“Health workers will have an increase as the share of salary in earnings , and the size of earnings itself. The most important thing is that wages will not be less than the current level, that is, it may increase, but not become less, ”she stressed.
From the report of the joint venture it follows that the funds provided by the MHIF to increase the salaries of doctors in the current year in the amount of 18.3 billion rubles in the first half of the year were used “not efficiently enough”. The reasons for this in the Ministry of Health and the Federal Medical Insurance Fund have not yet been disclosed to Izvestia.
Rector of the Higher School of Health Organization and Management (VSHOZ), expert of the central headquarters of the All-Russian Popular Front (ONF) and representative of the National Medical Chamber (NMP) Guzel Ulumbekov stated that the minimum salaries of doctors should be the same as those of the military. At the same time, doctors in all regions of the country need to be paid the same salaries.
“Accordingly, a doctor, who, like a military man, is responsible for the country's security, the salary should be four minimum wages, a nurse – two minimum wages , for teachers of medical universities and colleges – from six to eight minimum wages. These are basic conditions, “Ulumbekova emphasized.
