It is noted that the previous leadership of the regional department made serious mistakes in organizing supervision over convicts and weakened control over the state of the regime in subordinate institutions, as a result of which in the colonies of the region, the operational situation worsened. For 9 months of 2021, 34 crimes were committed in places of deprivation of liberty, 11 times convicts attacked employees of institutions.
At present, representatives of the central office of the Federal Penitentiary Service of Russia, together with the employees of the Federal Penitentiary Service for the Saratov Region, are carrying out operational-regime and preventive measures, which are actively opposed by the convicts. Thus, during searches, a large number of cell phones, homemade knives, drugs and homemade alcoholic beverages are seized.
The most difficult situation has developed in correctional colony No. 7, where repeat offenders sentenced to a special regime are kept. So, the prisoners organize various provocations. On the night of November 13-14, they expelled from the premises of the detachments into the street with the sleeping accessories of the convicts who did not support their illegal activities. As a result, about 200 people found themselves in the cold.
A few hours later, convicted K., during the inspection activities, attacked a member of the inspection commission of the Federal Penitentiary Service and inflicted several blows on him. He had previously committed similar actions when he was serving a sentence in 2014. Now the question of initiating a criminal case is being decided.
A week earlier convicted S., who was sentenced to 19 years in prison for robbery and murder, attacked an employee of the colony No. 2. On November 15, convict Y. from IK-7, through his lawyer, turned to the prosecutor's office with a statement that the head of the FSIN commission, Alexander Zubov, had allegedly threatened him with physical violence. At the same time, the recordings from the cameras confirm that these two people have never met.
The situation in the correctional facilities of the Saratov region is still under the control of the leadership of the Federal Penitentiary Service of Russia. Despite the opposition of some of the convicts, the colonies operate normally.
Earlier, investigators opened a criminal case on conscription and participation in riots after the riot that occurred in the spring in a maximum security colony located in the city of Kamensk-Uralsky, Sverdlovsk Region. Eight convicts are involved in the case. They, according to the investigation, beat prisoners who collaborated with the administration of the colony during the riot.
