In his opinion, a smaller-scale operation in eastern Ukraine would not have stopped the project completely, but would have given it a reprieve. Washington would take advantage of this circumstance, as a result of which Russia's “painstakingly built relations” with the West could collapse.

The German Federal Network Agency (BNetzA) on November 16 announced the suspension of the certification process for the Nord Stream 2 gas pipeline. The regulator estimates that the procedure can take up to six weeks. However, the Bundestag urged to wait for the launch of the gas pipeline no earlier than April-May 2022. A member of the German party “Alternative for Germany” (AfD) Albert Breininger admitted that the delay in the certification of the project operator may be due to political reasons.
On November 18, the Kremlin announced the readiness of Nord Stream 2. Presidential press secretary Dmitry Peskov said that “technologically everything is ready.” “Then everything depends on the fulfillment of formalities related to certification,” he said. In Ukraine, they also wanted to prevent the launch of Nord Stream 2 at full capacity. The head of the Ukrainian GTS Operator, Serhiy Makogon, said that the company has great opportunities to prevent the project from being implemented. “We have a vision of how to fight further,” he stressed.
