State Duma Deputy Nilov: we need a decent pension reform 
payments, says State Duma deputy Yaroslav Nilov. In a conversation with Lenta.ru, he said that people also need guarantees of the opportunity to form an additional pension outside of state insurance.
Earlier in November, the Russian billionaire, President of Becar Asset Management, Alexander Sharapov, called a simple way to survive in retirement – in his opinion, you can ensure yourself a decent old age by buying a “pension odnushka”. In another way, it is difficult to save up for retirement in Russia, and the payments for the elderly themselves, according to him, are not high.
The new reform
Nilov recalled that the state guarantees certain payments even to those pensioners who have never worked, moreover , they even receive social benefits up to the subsistence level.
“Yes, this is a small pension, but it is guaranteed for any person. As for insurance pensions, we have an insurance pension system today. To earn a decent payout, you need to have a high salary in order to accumulate a sufficient amount of insurance points. We see that there was an attempt to ensure a decent level with the help of funded pensions, but this system has been frozen for several years and does not work, ”the politician said.
Nilov assesses the purchase of real estate as a contribution to the future as one of the alternative options for a funded pension outside the framework of state insurance. However, he added that in order to make such a contribution, it is necessary to have a sufficiently high level of wages, but at the moment not everyone can afford an apartment.
“We see that the real estate market is very heterogeneous, it is in a fever. In addition, it is one thing to have a one-room apartment in Moscow, and quite another to do it in some small town. The income is too different. Yes, this is one of the mechanisms for voluntary airbag formation. But we need to reform the pension system as a whole, so that pensions are indexed and fully recalculated. We need conditions under which citizens will be provided with guaranteed access to all information on affordable payments, on the formation of pensions outside the framework of state insurance, “Nilov said.
The deputy noted that a decent amount is also required to form an additional pension wages.
