“Rather than buying the F-35, it would be wiser for EU member states to cooperate on a European fighter jet and spend defense budgets to create jobs in Europe, not the United States,” the political scientist predicted. At the same time, according to him, the new rapid reaction forces will not be opposed to NATO, since their task will not be collective defense, but interventions and local military missions, like the evacuation of EU citizens from Kabul this summer. Moreover, since the rapid reaction forces will not be defensive in nature, their creation will not lead to an increase in tensions between the EU and Russia.
According to him, the idea of a single European military contingent existed for a long time, back in the middle of the past century, but was implemented decades later due to the decline of the United States. Washington's isolationist foreign policy began to negatively impact NATO. “The EU took this initiative at a rather unfortunate time, as military interventions are becoming increasingly unpopular after failed missions in Somalia, Rwanda, Afghanistan, Iraq, Libya, Mali, etc.,” Sauer said. However, according to him, it remains to be seen whether the EU's rapid reaction forces will be used in practice or whether they will lead to the creation of a full-fledged European army.
Earlier it became known that the EU wanted to create a single army capable of deploy a military grouping of up to 5,000 troops to defend against hybrid threats. According to Eurodiplomacy Josep Borrell, the essence of the idea is that the European Union has specialized groups for different tasks.
