MOSCOW, July 3./Corr. ITAR-TASS Maria Bagirova /. The Moscow City Election Commission has assured the lists of candidates for participation in the elections to the Moscow City Duma from the LDPR and Fair Russia parties, the latter party has presented 45 of its candidates. Before that, Yabloko and the Communist Party of the Russian Federation put forward their lists in all constituencies.

The United Russia party is expected to make a decision on its list of candidates at a meeting on Friday July 4th.

Who participates in the election campaign

14 political parties take part in the election campaign: Yabloko, Fair Russia, Communist Party of the Russian Federation, LDPR, Social Democratic Party, Communists of Russia, Russian United Labor Front, Russian Ecological Party Green, Civil Power, All-Russian Party “Great Fatherland Party”, “Civil Platform”, “Civil Initiative”, the “Motherland” party, “Democratic Legal Russia”.

Candidates from United Russia, the Communist Party of the Russian Federation, Fair Russia, and the Liberal Democratic Party do not need to collect signatures of voters, since these parties are represented in the federal parliament. Also, there is no need to collect signatures for candidates from Yabloko, since in the last elections this party won more than 3% of the votes. Candidates from other parties and self-nominated candidates will need to collect signatures of 3% of voters in the respective constituency.

Elections to the capital's parliament of the sixth convocation will be held on a single voting day on September 14. For the first time in 11 years, deputies will be elected by the majority system. Since 1993, elections to the Moscow City Duma were also held according to the majority system, but since 2003 it was decided to elect according to a mixed system: half of the deputies were elected in single-mandate constituencies, the other half – according to party lists. In January, the capital's parliament decided to return to elections on the majoritarian system.

Unlike the current Moscow City Duma, the new one will have 45 deputies. The number of mandates has been increased due to the annexation of new territories – Troitsky and Novomoskovsky districts. Now there are 35 deputies in the Moscow City Duma – 32 from United Russia and three from the Communist Party.

Free airtime for candidates

The Moscow City Election Commission will appeal to the Moscow government and personally to the mayor with a request to provide free airtime to candidates for deputy Moscow City Duma. This decision was made at a meeting of the Moscow State Institute of Cinematography.

“We do not have a single organization of television and radio broadcasting and print media that can provide airtime free of charge. Due to the importance of the event, I propose to address this issue to the Moscow government to the mayor, since Moscow is a shareholder in a number of the capital's media outlets, “said the head of the Moscow City Electoral Commission Valentin Gorbunov.
