Lavrov: we will meet in the “Normandy format” after Kiev's implementation of the Minsk agreements in the negotiations of the Normandy Four only after Ukraine fulfills its obligations under the Minsk agreements. Lavrov made such a statement at a meeting of the expanded collegium of the Ministry of Foreign Affairs, reports RT.
“We will meet exclusively when they will report to us about how everything that was written in previous decisions will be carried out by Kiev,” Lavrov's condition.

The main requirement to which Kiev is obliged by the agreements it signed is the special status of certain districts of Donetsk and Luhansk regions. The status of Donbass should be spelled out in the Constitution of Ukraine, Lavrov emphasizes. In addition, Kiev must fulfill the conditions of the amnesty for citizens living in Donbass, and hold elections there under the control of the Organization for Security and Cooperation in Europe (OSCE).
As soon as Ukraine takes these measures, it will be able to regain control over the entire border with Russia, the minister noted.
The last time the Normandy Four – a contact group consisting of representatives of Germany, Russia, Ukraine and France on the settlement of the conflict in Donbass – met in December 2019. Since then, the leaders of the heads of state have not met in this format, and the Ukrainian side regularly tries to revise the plan for the implementation of the agreements.
