The idea is that if a person was deceived and he transferred money to someone else's account, a relative or trusted person will be able to cancel the operation and save the money. State Duma deputy from “United Russia” Natalya Kostenko sent a bill “On Amendments to Certain Legislative Acts of the Russian Federation” for recall to the Central Bank.

Kostenko is sure that if the relatives of the victims knew about the phone scammers' call, they would not be able to steal money from the accounts. “With this bill, we want to provide an opportunity for additional self-defense for all Russians. So that everyone who wants to, by writing an application, could establish additional control over their financial operations, ”she explained. It is assumed that this will have to become a new banking service: the client himself determines the limit of funds, and his principals will receive notifications if a transfer or withdrawal from the account is higher than the agreed amount.

So far, however, the initiative is considered crude. For example, a member of the Communist Party faction, State Duma deputy Sergei Obukhov, he is sure that the project needs to be finalized. “The person who wrote such a statement about the proxies is actually recognized as incapacitated. I don't think people will agree with this, ”he commented. Yaroslav Nilov, deputy chairman of the LDPR faction, has a different opinion. He believes that the initiative needs to be supported, because it is the older citizens who are most vulnerable to fraudsters.

Earlier it became known that the Central Bank has found a way to provide citizens with protection from fraudsters. The Russians will be given the opportunity to voluntarily refuse remote banking services. If the client refuses to use the bank's remote services, in order to perform any actions with the accounts, he will have to visit the bank's office and talk to the employee. “In any case, he [the client] will think about what he is doing and why,” explained the first deputy head of the information security department of the Central Bank, Artem Sychev.

Earlier in November, Russians were told the main way of stealing money from bank clients – it turned out to be phishing. Artem Kazantsev, information security expert of the League of the Digital Economy, explained that during such an operation, the user receives SMS messages on behalf of the bank with a request to follow the link that leads to downloading malware or transferring data for withdrawing funds.
