The situation can be changed, according to the ONF, by abandoning auctions when choosing an organization, and transferring tenders to the form of an electronic tender. In addition, they noted, it is necessary to introduce a security standard into the criteria for the quality of tender procedures.
On October 19, presidential press secretary Dmitry Peskov said that the Kremlin was not discussing the security of Russian schools by the Russian Guard. According to a Kremlin spokesman, this issue is being dealt with by the relevant law enforcement agencies, which are attentive to such dangerous precedents as the shooting at school. In order to insure against such cases, the necessary measures are being taken – legislative and practical, Peskov added.
Earlier in Russia there was a number of accidents involving shooting in educational institutions. In particular, on the morning of September 20, student Timur Bekmansurov came with a weapon to Perm University and opened fire there. Six people died, more than 40 were injured. A nearby traffic police inspector was able to neutralize it.
